# Health Payer Data Readiness for 2027: From Connected Systems to Shared Intelligence

*A unified data strategy gives health plans a foundation for making trusted information usable across departments, programs, and decisions.*

*![AdobeStock\_863330952](https://insights.vitaldatatechnology.com/hs-fs/hubfs/AdobeStock_863330952.jpg?width=960&height=538&name=AdobeStock_863330952.jpg)*

A health plan can bring data together from multiple sources and still leave its teams working with very different versions of a member's story. Claims may describe one part of the picture, a recent clinical encounter another, and an assessment or case note something that has yet to reach the next team.

Going into 2027, this gap between connected systems and shared understanding is central to data readiness. More accessible information creates opportunity. Turning it into consistent, relevant context across the enterprise creates the conditions for that opportunity to become useful.

A unified data strategy connects those efforts. It establishes a trusted foundation that supports analytics, clinical applications, and the people responsible for coordinating the next action. That foundation does more than bring information together: it defines how information is understood, maintained, and made available for specific uses. Shared definitions, clear ownership, and visibility into source and timeliness help teams work from consistent member context while respecting the different requirements of various programs.

The strategy must also connect that context to everyday work. Relevant intelligence should reach the team responsible for acting on it, within the workflow where the decision occurs. Where appropriate, intelligent automation can initiate a next-best action, while clinical judgment, access controls, and program-specific rules guide its use.

Findings from assessments, outreach, and follow-up can then return to the foundation, helping the next decision reflect what the organization has learned. This is how a shared information resource becomes a practical capability for coordinated action.

## The conversation is moving toward use

Recent industry developments reinforce the connection between exchanging information and putting it to work. In July 2025, CMS introduced a voluntary interoperability framework alongside an emphasis on personalized health applications. The initiative paired data sharing with tools intended to help people navigate and manage their health.\[1\] For health plans, that pairing raises a practical question: once information is accessible, what helps someone use it to make an informed decision or take the next appropriate step?

The strategic implication extends into daily operations. A care manager, utilization management reviewer, and quality team may all need information about the same member, but each approaches it with a different question. Consider a member returning home after a hospital stay. A discharge record can establish that the transition occurred. A more useful operational picture might also bring together the follow-up plan, relevant medication information, and recent outreach activity, with clear indications of where that information came from and when it was updated. Depending on their responsibilities and access permissions, teams can use that context to identify what needs attention without assuming that every department needs the same view or should take the same action.

An available record and an actionable member picture represent different stages of readiness. Moving from one to the other requires health plans to connect information to a defined purpose: who needs it, what decision it supports, and where it should appear in the course of work. The goal is not simply to circulate more information. It is to make relevant context usable by the people accountable for the next step, while preserving professional judgment and appropriate access.

## A shared foundation makes information reusable

A member’s experience spans claims, encounters, clinical records, pharmacy, laboratory results, behavioral health, social determinants, and interactions with the plan. Each source contributes a different perspective. A claim documents a billed service. A laboratory result adds clinical detail. An assessment or outreach interaction may capture a need that neither source explains on its own. Bringing these sources together creates a broader view. Reusing that view across programs gives the foundation what it really needs: enterprise value.

Consider a laboratory result relevant to diabetes management. A quality team might evaluate whether it meets the documentation requirements for a measure. A care manager might consider the same result alongside an assessment and recent outreach to prepare for a member conversation. The underlying information overlaps, but the purpose and interpretation differ. A reusable foundation supports both uses without treating a reporting determination as a clinical decision or assuming one program’s requirements apply to another.

The standards supporting exchange continue to evolve. ONC released USCDI version 6 in July 2025, adding to the standardized information available for interoperable exchange. \[2\] For health plans, that evolution illustrates why a data foundation must accommodate changing information needs. New information should be incorporated in ways that preserve its meaning and make its relevance clear to the programs that may use it. Supporting an exchange standard is a starting point, not a substitute for determining how information fits into operational work.

For leaders, the practical test is whether a new program can build on information the organization already understands and governs, rather than starting the assembly process again. That is what makes a shared foundation an enterprise capability: it supports distinct uses without losing the context, boundaries, and accountability each use requires.

## Trust depends on fitness for use

Exchange standards provide an essential starting point. Confidence also depends on whether information is complete, current enough for its purpose, and traceable to its source. Conflicting records and missing context can affect interpretation even when transmission succeeds.

NCQA’s April 2026 announcement of its HEDIS Data Quality Specifications highlighted the need to assess clinical data for reporting use. Its framework addresses structure and completeness, plausibility, consistency over time, and provenance. \[3\]

The broader lesson for a payer enterprise is that trust needs to travel with the data. Reporting, analytics, and clinical work each bring different information requirements. A shared foundation becomes more useful when those requirements and the limits of the underlying information remain visible.

## Readiness grows through everyday work

Health plans also generate valuable information through their own operations. Assessments, outreach results, case notes, and utilization management activity add context to the member view that claims and clinical records may not capture on their own. When this information can return to the shared foundation, subsequent analysis and interventions can reflect what teams have learned rather than relying on the same initial picture.

This bi-directional flow is central to enterprise data activation: analytics informs work, and work contributes information that can inform future insights and action. A team may begin with a member identified for outreach, then learn something that changes the appropriate next step. Capturing that learning makes the foundation more useful over time.

For example, an outreach interaction might reveal that a member has missed a follow-up appointment because transportation is unavailable. That finding adds context to an apparent gap in care without establishing that transportation is the only barrier. A care manager might assess available support, discuss appropriate options with the member, and document an agreed next step.

## An enterprise capability for the year ahead

As health plans look toward 2027, data readiness connects investments in analytics, quality, engagement, and clinical operations. A trusted, adaptable foundation gives these programs shared information to build on as priorities evolve. The goal is not to make every department work the same way - it is to help each team use relevant member context without reconstructing the picture for every new initiative.

For leaders, a practical starting point is one priority workflow. Identify the information it requires, who is responsible for acting on it, and how the results of that work should inform the next decision. This makes readiness concrete: can the organization connect trusted information to appropriate action, then capture what it learns?

Vital Data Technology’s [Affinitē™ platform](https://vitaldatatechnology.com/) supports this enterprise data activation approach through a common data structure and bi-directional flow between analytics and clinical workflows. The platform goes beyond informing care management, utilization management, and other teams: it uses intelligent automation to initiate next-best actions and embed them directly into clinical workflows, while preserving professional judgment and appropriate oversight. Assessments, outreach results, and workflow activity can then enrich the member context available for subsequent analysis and coordination, connecting intelligence, action, and learning in an ongoing cycle.

This connection between information and action gives the foundation its ongoing value. Vital Data Technology helps health plans connect diverse information sources and make the resulting context usable across the payer enterprise, while teams retain the professional judgment, access boundaries, and program-specific requirements their work demands.
